How an idea becomes policy

  1. Listen and define the problem

Hear from people affected, and identify which institutions are responsible.

  2. Examine the options

Test evidence, legal authority, rights, costs and practical delivery.

  3. Consult and decide

The proposed process includes at least 21 days of member consultation before executive consideration.

  4. Publish and review

Explain the decision, disclose uncertainty and review the result.
